Narrative:
According to initial reports, the pilot was on route from Messina to Jeffrey's Bay and approached to land at Nylstroom when the accident occurred. During final approach the aircraft descended rapidly and landed short of the runway. The wreckage was removed without notifying the CAA about the accident. The special flight permit was issued on 16 May 2001 in the name of the previous owner and was valid until 15 May 2002. The new owner, who was piloting the aircraft when this accident occurred, took ownership of the aircraft on 27 August 2001, which rendered the previously issued Special Flight Permit invalid. No record of an Authority to Fly or Special Flight Permit in the name of the new owner prior to the accident, was found. The last annual inspection was certified on 27 August 2001 at 1.5 airframe hours. At the time of the accident, the aircraft had accumulated a total of 66 flying hours. PROBABLE CAUSE: Undetermined.
